摘要
目前我国既有建筑节能改造融资缺乏合理成本分担机制、金融市场支持机制以及市场失灵矫正机制,使得资金筹集十分困难。分析了融资障碍产生的深层原因,提出通过构建合理成本分担机制、实施有针对性的财税政策、发展节能服务市场、制定积极的能源消费价格以及发展和完善节能信息平台等对策来消除这些障碍,有效地解决融资难的问题。
Existing building retrofit for energy saving is quasi-public goods, which needs huge investments. While in reality, it involving lots of problems such as property rights, allocations among related parties, financing market mechanisms and policies. This paper studies the further reasons about that and conducts some effective solutions.
