摘要
通过分析现行工程质量管理制度对政府投资的公共工程和商业地产开发工程这两类工程的参建单位的质量控制激励效应,发现两类工程的所有参建单位都会选择低于社会要求的质量控制水平,从而造成工程质量的下降。此外,建造单位无赔偿能力、司法体系执法不严往往会进一步降低对参建单位的质量控制激励作用,使得工程质量问题进一步恶化。
The paper analyses the quality control incentive effect against public project and commercial developing project, the results show that all participants of two kinds of project will choose the quality control level that is lower than requirement of the society, then lead to the quality decline. Moreover, project participants＇ insolvency and ineffectively executing of law will further depress the participants＇ incentive of quality control, and make projects quality problem more deterioration.
