摘要
本研究考察了1993-2005年中国义务教育经费城乡差距的演变状况,发现义务教育生均经费城乡差距比经历了先增加后下降,再上升又持续下降的演变过程。小学、初中生均预算内教育事业费中的公用经费城乡差距十分显著。并分析了财政分权程度、城乡经济发展差距以及中国城市化水平等因素对城乡义务教育经费差距的影响,最后对缩小城乡教育差距提出了对策建议。
The article studies the evolvement of urban-rural educational expenditure gap in compulsory education from 1993 to 2005, and finds out that the urban-rural gap ratio of expenditure perstudent first increases and decreases and then rises and declines now. The urban-rural gap of public expenditure is very prominent. The urban-rural gap in educational expenditure is influenced by some factors, including finance power partition, the urban-rural gap in economics, urbanization and etc. Finally it has put forward some proposals tO reduce the urban-rural gap in compulsory education.
