摘要
中国经济的内外失衡源于其特殊的制度经济背景:出口导向的经济发展战略以及工业化、城市化和市场化的推动。内外平衡相互对应、互为因果,中国宏观经济政策必须作出新的调整。鉴于财政扩张与人民币升值是一种有效的政策组合,应根据中国区域二元经济状况,建立全国统一性和区域差异性相结合的货币政策调控体系。
Inside and outside imbalances of China economy have come forth in the recent years. The main reason of China economic imbalances in export - oriented growth strategy. China macroeconomic policies should be chosen renewedly in the face of economic imbalances. This paper indicates the fiscal expansion and RMB revaluation are the effective policy combination. The Central Bank of China should establish the monetary policy adjustment system based on the combination of national unification and regional difference.
