摘要
实施合同能源管理机制对于我国推进节能减排工作和实施可持续发展具有十分重要的意义,但是目前我国合同能源管理机制的发展进程比较缓慢,特别是节能服务公司的地位和积极性没有得到重视和发挥。从资金、政策和技术3个方面分析了影响我国合同能源管理机制推行的主要障碍因素,提出了相应的对策建议,为我国合同能源管理机制的积极发展提供理论参考。
Energy contract management mechanism plays a key role in improving the energy conservation and achieving sustainable development of our country.However,the development speed of energy contract management mechanism in China is very slow.Especially,energy conservation service companies are not paid much attention and their enthusiasm is not brought into play.The paper analyzes the main obstacles from three aspects of capital,policy and technology,and proposes corresponding countermeasures so as to offer theoretical references for the development of energy contract management.
