摘要
建立农村公共卫生服务体系,完善农村公共卫生服务中的政府职责,是公共财政问题。文章分析了我国政府在农村公共卫生服务中存在的"缺位"现象,从公共财政学视角厘清了政府在农村公共卫生服务中的职责,并提出了相应的完善政府职责的对策建议。
The establishment of a public-health service system in rural areas and perfection of government roles therein is an issue of the public finance. The present paper analyzes the government＇ s ＂absence＂ in the public health service in rural areas of China. Clarifying the government＇ s responsibilities therein from the perspective of public fiscal science, it raises corresponding suggestions for the improvement of government performance.
