摘要
"北京共识"自提出后就遭到人们的普遍质疑,特别是由于中国的政治体制存在诸多问题,人们一直在讨论存不存在所谓的"中国模式"。历史地看,市场经济并不天然地与民主政治结合在一起。特别是在"后发国家"的经济起步阶段,通常是与非民主体制结合在一起的。当前中国的政治体制虽然以苏联模式为基本内核,但也注入很多新的因素。相对于中国历史上的政治发展而言已经取得巨大的进步,正处于向民主政治体制转轨过渡的阶段。民主政治按其内容可分为选举民主和协商民主。目前,我国虽然直接发展选举民主有很大困难,但发展协商民主具有很大的可操作性和现实的基础,因此我国民主政治可能通过参与式民主带动代议制民主的路径而实现。

Although there is much difficulty to realize representative democracy directly, , it is possible to develop deliberative democracy. And the latter can promote the former. In this way, ＂ China model＂ will be admitted by people.
