摘要
市场经济和社会组织的发展,打破了建国后长期形成的"党—国家—社会"三位一体的政治权力架构。社会相对自主和自组织化的发展,使得民主政治成为党和国家功能收缩后的合法性替代。在中国政治发展路径的选择中,城市民主显然具有先天合法性,无论是城市与民主自治的历史关联,还是当前中国政治发展的物质需要和主体能力,都显示出城市民主将成为中国政治发展的生长点。
