摘要
北京市水资源严重短缺,长期的水资源过度开发导致了地表、地下水环境恶化、战略储备水量减少、水资源供需矛盾加剧等问题。对此,应从水资源开发利用和保护的各个环节入手,采取综合措施,变水资源开发利用过程的开环结构为各环节相互影响的闭环结构,最大限度发挥水资源的综合利用效益,实现水资源系统、社会经济系统、自然生态系统的协调统一。
With a severe shortage of water, the excess exploitation of water resources in Beijing has caused the problems such as deteriorating of water environment, decreasing of strategic water storage, more sharpening contradiction between water supply and demand. To achieve the multi- benefit of water use and realize the harmonious development of water resources system, socioeconomy system and natural eco -system, the integrated measures utilization and protection should be taken and the open-loop structure change into closed-loop structure. including water resources of water utilization should
