摘要
从我国法律制度和实践中分析了我国林地产权制度安排存在的问题,这些问题制约了农村林地资源的有效配置,也阻碍了农村经济的发展,要解决我国林地产权制度安排的问题,首先要进一步修改和完善我国林地产权安排的法律法规,其次要进一步深化我国林业产权制度改革,再次要调整政府行为,落实服务与监督职责,充分发挥市场机制的作用。
Based on China law system and the practice, the existing problems of arranging forestland property system in China are analyzed in this paper. These problems restrict the effective configuration of rural foresdand resources and baffle rural economic development. To solve the existing problems of arranging forestland property system in China, firstly, the law and regulation of China forestland property arrangement should be modified and perfected; secondly, China forestry property system reform should be further studied; finally, governmental behaviors should be adjusted, service and supervision should be executed, and market mechanism should be exerted.
