摘要
为提高对规划环境影响评价的认识水平和实际操作能力,而探讨其评价机制。规划环境影响评价工作应注意的主要问题是处理好自我评价与第三方评价、介入时机、替代方案、公众参与等。
Thi paper discuss its assessment mechanism for the purpose of enhancing the understanding level and practical ability of planning environment impact assessment. The main problems of planning environment impact assessment are to deal with properly the relation between selfassessment and third party assessment , the time of starting PEA, alternative and public participation etc.
