摘要
为了适应WTO,适应工程建设管理市场化的需要,我国几年来大规模地整顿和规范建筑市场秩序,并在今后几年仍将继续加强。然而由于受计划经济体制根深蒂固的思想束缚,建筑市场化的道路自改革开放以来一直落后于其他行业,而其中工程造价改革滞后则是最重要的原因。因此要从根本上扭转建筑市场混乱的局面,建立良好的建筑市场秩序,就必须建立起市场形成工程价格的机制。
