摘要
以县级政府为研究对象,提出了政府流程再造的设计原则和设计阶段,并采用面向服务的构架对流程再造的实现进行深入探讨,以期为基层政府流程再造提供一种可供参考的框架和实现技术。
This paper, focusing on the governments at county level, proposes the principles and stages in reforming administrative flow of the governments, and explores the ways to achieve the goal, so as to provide a framework and technology for the governments at low levels.
