摘要
美国先进技术计划的提出和成功实施涉及到一系列的理念和机制创新,具体包括政府应该集中资助那些开发具有前竞争力的、能动性技术的企业和从事技术转移和扩散的"滚动者"等理念创新,以及通过风险分担和产权激励强化企业主导地位,建立多层面的产学研伙伴关系以扩大技术转移和扩散效应等机制创新。这些理念和机制创新对我国在建设创新型国家的过程中明确政府角色、确立项目重点、开发民间资源和选择政策工具等都具有相当重要的启示和借鉴。
The US ATP include a series of ideas innovation,which include the government should invest in early-stage,innovative technologies and help those engage in technologies transfer and diffusion,and a series of mechanisms,such as establishing ATP aim and responsibility of the institution by lawmaking,intensifying the leading role of enterprises by sharing risk and property right,and enlarging technologies diffusion effects by multi-level industry-university partnership.Those innovations in ideas and mechanisms are very important for our country to define government role,design project emphases,tap social resources and choose policy tools in constructing innovative country.
