摘要
要完整准确地把握以以人为本为核心的科学发展观,首先必须科学理解以人为本中"人"和"本"的基本内涵。具体地说,人是不同于纯粹自然界且不同于自然界中其他生物的"类"存在物;人是由全部社会成员组成的集合体中的"每一个"个人;人主要是指"现在式"存在的人,但也兼指"过去式"和"未来式"存在的人;在阶级社会或有阶级的社会中,以人为本实质上是以最广大人民群众和他们的根本利益为本。马克思主义关于人民群众是历史的创造者这一历史唯物主义的根本立场和基本原理,是坚持以人为本的理论基础。以人为本是实现全面协调可持续发展的根本的理论前提,这正是其重大的现实意义所在。坚持以人为本,需要澄清以人为本在马克思主义理论体系中的应有地位、以人为本与我国古代民本思想及西方人本主义特别是资产阶级个人主义的区别和原则界限等若干理论认识问题。要在实践中真正坚持以人为本,必须把以人为本的理念置于贯彻落实科学发展观的中心地位和全过程,作为我们党在新时期的执政理念和要求;必须进一步解放思想,牢固树立正确的群众观;必须把以人为本作为构建社会主义和谐社会的重要指导原则;必须毫不动摇地坚持"一个中心,两个基本点"的党的基本路线。
To accurately grasp the people-based concept of scientific development, we must first scientifically understand the basic connotation of people and base. Specifically, man is different from any other living things in nature; man is 'every' man within an aggregation composed of all members; man is primarily the present man, but also the past and the future man; in a class society or a society with classes, taking people as the base is virtually taking the interests of the majority people; Marx's fundamental historical materialist position and basic principle that people are the creator of history is the theoretical basis to stick to the principle of taking people as the base. Taking people as the base is the theoretical presupposition to realize sustainable development. To take people as the base, we need to clarify the position it deserves in the Marxist theoretical system. To really taking people as the base, we must carry it out in implementing Concept of Scientific Development and take it as our Party's administrative notion and demand in the new period; we must further emancipate thoughts and set up firm mass concept; we must take it as the important guiding rule to build harmonious society; we must unswervingly stick to the basic route of 'one center, two basic points'.
