摘要
分析了中亚地区的地缘特点和战略地位以及冷战后的发展变化,指出中亚地区对中国的安全与发展的重要意义,着重阐述了中国在和谐世界理念指导下中亚战略的制定原则和实施方向。指出中国的中亚战略不是意在控制中亚及在这一地区追求霸权,而是要实现中国与中亚地区国家间的共同安全、共同发展和共同繁荣。为实现这一目标,主要的措施就是加强与中亚各国的合作,特别是在上海合作组织框架内的制度性合作,同时协调好与其它相关大国之间的关系。
The paper analyzes the geopolitical features and strategic position of Central Asia as well as the development and changes in this region after the cold war, and it also presents the significance of the region to China＇s security and development. Then, the paper highlights China＇s own principles and approaches of its strategy toward Central Asia under the guidance of the idea of harmonious world. Such strategy aims to achieve the common goal of security, development and prosperity of China and Central Asia countries, rather than seek dominance over this region. To reach this goal, the major effort must be applied to strengthen the cooperation between China and Central Asian countries, particularly the institutional cooperation within the framework of Shanghai Cooperation Organization. At the same time, it is necessary to coordinate the relationship between China and other relevant great powers in the world.
