摘要
欧洲共同外交不同于传统意义上的国家外交,也不等同于欧盟共同外交与安全政策,它是一体化进程中的欧洲为进一步凝聚内部力量、彰显外部影响而做出的对外交往的行为过程和机制的统一调整,其参与者既包括欧洲成员国,也包括欧洲一体化组织。从欧洲一体化的宏观层面来看,欧洲共同外交包含经济外交柱、政策安排支柱和成员国家支柱。由于一体化发展的客观需要和外部世界的挑战,欧洲共同外交的结构与功能也不断在微观层面上进行调整,以期强化欧洲的整体国际影响力。
Different from the traditional national diplomacy and CFSP of EU, European Common Diplomacy is a unified adjustment of Europe＇s diplomatic behavior and mechanism in the European integration process. The actors in this diplomacy include not only the member states, but also European integration institutes such as EU Commission. From the structure point of view,European Common Diplomacy is supported by three pillars： economic diplomacy, institution arrangement and Europeanization of national diplomacy of the member states. Because of the challenges from international society, the functional and structure adjustment of European Common Diplomacy is a long-term issue for Europe.
