摘要
买房贵、上学贵、看病贵已成为"新三大民生问题",引起了公众和学界的广泛关注。"新三大民生问题"的产生与公共政策公共性的流失密切相关,文章对"新三大民生问题"与公共政策公共性流失的关系进行了深入研究,指出坚持公共政策价值观的公共性,完善对公共政策的质量评估,实现公众对公共政策的制度化参与,防止特殊利益集团对公共政策公共性的侵蚀,改进公共责任追究机制建设是公共政策公共性的提升之道。
It has become ＂the new three people＇s livelihood issues＂ that it is expensive to buy a house, to go to school, to see a doctor, which has brought widespread attention to the publicity and academic. The causes of ＂the new three livelihood issues＂ have a lot to do with the drain of the public policy＇s publicity. This article has made an in-depth study about the relationship between ＂the new three people＇s livelihood issues＂ and the drain of the public policy＇s publicity, it has pointed out that we should take measures to promote the public policy＇s publicity, that is mean we should stick to the publicity of it＇s values, improve the quality assessment to it, realize the people＇s institutionalized participation to it, avoid the special-interest group＇s corrosion to it, improve the construction to the public accountability, finally these policies will be the way to promote the public policy＇s publicity.
