1999-2005年期间，江苏省高等教育经费来源结构呈现出地方教育经费总量增长迅速，但生均教育经费下降；财政性教育经费所占比重不断下降，非财政性教育经费所占比重持续增长；高等教育经费来源实际呈二元化等趋势。江苏省高等教育经费支出结构不合理，苏南、苏北差异较大，必须切实解决高等教育经费支出结构不合理和高等教育资源配置不均衡问题，缓解高等教育领域的地区不公平问题，以促进江苏省高等教育的整体持续协调发展。
During 1999-2005, the source structure of higher education funds of Jiangsu Province demonstrates the total amount of local education funds increasing rapidly, but the average student education funds falling; The proportion of financial education funds falls constantly, the proportion of non-finance education funds increases continuously; The source of higher education funds presents the dualization tendency actually. The expenditure structure of higher education funds of Jiangsu Province is unreasonable; there is a great difference of higher education funds between the southern region of Jiangsu and the northern region of Jiangsu. In order to promote the whole sustainable and coordinated development of higher education of Jiangsu Province, Jiangsu Province must solve the problem of unreasonable expenditure structure of higher education funds and the unbalanced distribution of higher education resource, and relieve the problem of regional unfair in the field of higher education.
