摘要
本文对造纸工业的本质和特点进行了深入的评论，在新、旧世纪交替之际，针对我国造纸工业所存在的问题有必要进行全面的总结和展望。造纸工业的本质和特点是：造纸工业是以纤维原料为基础，以水为处理介质，工艺过程复杂，资金和能源密集，产品既是消费资料又是重要的生产资料，生产发展基本和国民经济总体发展相适应的制造业。发展我国造纸工业必须按照造纸工业的本质和特点办事，而不能违背客观经济规律。
In this Paper,the basics and characteristics of paper industry are critically reviewed.During the replacement of 20th century by 21st century,in accordance with the existing problems of Chinese paper industry,it is necessary to comprehensively summarize the past and look into the future.The basics and characteristics of paper industry are:paper industry is a manufacture which relies on fibrous material as the foundation of this industry;it uses water as treatment medium;its technological process is very complex;it is both capital and energy intensive;its products are both consumer goods and important means of production;its development is basically correlative with the overall development of national economy.To develop the paper industry of our country,the basics and characteristics of paper industry must be obeyed,and no other choice.
