摘要
本文以矿业城市武安市为例,通过对其矿业用地调查,表明矿业用地规模大,闲置许多废弃地;依据武安市矿产资源规划、土地利用总体规划的要求,提出二者衔接方式,并按照集约节约用地理念,建立起武安市矿业用地复垦方案和置换方案,提出完善土地复垦复垦制度、理顺矿权与地权关系等矿业用地集约节约利用与调控措施,以促进矿业用地持续利用。
This paper takes a case study of Wu＇ an, a mining city. The investigation on the present use of mining land shows its scale is very large, and a great deal of abandoned land leaves unused. By the requirement of mineral resource planning and general land-use planning in Wu＇an city, this paper analyses the joint method of the two plans. And according to the principles of intensive and saving use of land, this paper discusses the reclamation scheme and consolidation scheme for mining land, and puts forward the intensive and saving use and control measures for mining land on perfecting land reclamation system and straightening out the relationship between ownership of mineral resources and ownership of land in order to promote sustainable use of mining land.
