摘要
中国劳动力比较优势能否持续、如何挖掘与升华,是中国经济发展中的一个战略问题。在工业化与城市化快速发展时期,科学合理完善的社会保障能够实现与城乡劳动力市场的良性互动,强化劳动力比较优势发挥与升华的效应,进一步实现"公平与效率兼容"的效应。为此,中国政府需要结合城乡劳动力市场的变化扮演积极的角色,构建"以人为本"的社会保障制度,挖掘和提升中国劳动力比较优势。
Whether the comparative advantage of Chinese labor force can be maintained and how to excavate and sublimate it is a strategic issue in the development of Chinese economy. During the period of rapid industrialization and urbanization, scientific, reasonable and perfect social security can guarantee the benign interaction with the labor force in beth rural and urban areas, reenforce the effect of executing and sublimating the comparative advantage of labor force and further realize the effect of ＂valuing beth fairness and efficiency＂. Therefore, Chinese government should play an active role in balancing the labor force in beth rural and urban areas, construct a social security system based on ＂human- orientation＂ and excavate and upgrade the comparative advantage of Chinese labor force.
