摘要
“城中村”集中反映了我国农村城市化进程中新旧体制交替和磨合中的各种矛盾,其存在严重影响了我国城市化进程。资金是制约“城中村”改造的瓶颈,借鉴国外旧城更新中普遍采用PPP模式,将有助于解决融资难的问题。以我国经济政治条件与成功的实践案例为基础分析了“城中村”改造引入PPP模式的可行性,并据此对“城中村”改造项目PPP模式的具体选择进行全面设计,最后提出三条运行建议,以推进“城中村”改造项目的市场化运作。
A mirror of various contradictions in the process of urbanization in China, the so-called city villages have seriously affected the realization of urbanization. Public-Private Partnership Model (PPP Model), a new business model commonly used in the world, is expected to solve the difficulty of finance in city village reconstruction. This paper analyzes the feasibility of PPP Model in the reconstruction of city villages and puts forward three pieces of advice for the operation of that model so as to promote the recon struction of city villages.
