摘要
农村公共产品供给缺位在近几年来越来越成为制约农村经济社会发展的瓶颈。以西北地区为例分析了税费改革后农村公共产品供给的状况,从农村基础教育、公共医疗卫、农村五保户和农村基础设施四个方面阐明了税费改革对农村公共产品供给产生的影响,最后从基层政府和中央政府的互动、基层政府与农民的供给能力等几个方面作了分析和反思。
The supply of public facilities in rural areas in recent years absent become increasingly constraining rural economic and social development bottlenecks. This paper analyzes the Northwest region as an example of the tax and tax reform in rural areas the supply of public facilities to the state, such as compulsory education from four to clarify aspects of the reform of taxes and fees in rural areas have a supply of public facilities, the effects from the grassroots and the Central government interaction, grassroots government and the farmers the ability to supply several aspects, such as analysis and reflection.
