摘要
高校在长期发展的过程中形成的国有经营性资产，为我国高等教育事业做出了重要贡献，但也存在家底不清、管理体制混乱、产权不明晰、过程管理缺失等方面的问题。本文在分析目前高校经营性资产的现状的基础上，从清产核资、企业改制、建立经营性资产监督管理制度等方面，提出对高校经营性资产实行有效监管的措施，旨在避免高校的经济和法律风险，实现国有资产的保值增值。
Operational capitals of universities and colleges, which are produced during the long development, make a great contribution to the Chinese higher education, but some problems also exist, such as inaccurate assets＇ value, the confusion of the management system, ambiguity of the owner and lack of the supervision. This paper, according to the analysis of the operational capitals of situation of universities and colleges, advances the way of efficiency supervise to the assets of universities and colleges from the aspects of evaluating accurately the assets＇ value, reforming the system of the corporation and forming the regulations of supervising. These measures can avoid the danger of law and economy of universities and colleges to sustain or augment the value of State- owned asset.
