摘要
粮食补贴政策是保障粮食安全、提高农民收入的一项重要政策措施。从分析现阶段我国经济发展水平、粮食供求形势入手,依据WTO规则并借鉴国际粮食补贴经验,提出以保障粮食安全为重点、兼顾特定目标群体即种粮农民的收入,应该是现阶段我国粮食补贴政策目标的理性选择,围绕这一目标,提出了以构建直接补贴为核心的粮食补贴机制,并提出确立以中央政府为粮食安全调控主体的宏观调控体系,改革粮食风险基金的筹集办法、强化向中西部粮食主产区倾斜的政策强度等的若干政策建议。
The grain subsidy policy is an important measure to guarantee the grain sufficiency and raise the farmers＇ income. By analyzing the level of economic development in present-day China and the situation of the grain＇ s supply and demand in China,in accordance with the rules of WTO,and on the ba- sis of the international grain subsidy experience, this paper advocates that putting the grain sufficiency at the first place and taking the increase of the specific target group＇ s income - the farmers＇ income into consideration should be a reasonable choice for the aim of China＇ s grain subsidy policy at present. In or- der to reach this aim,the paper puts forward some suggestions, such as to set up the mechanism of re- garding direct subsidy as the core one,the central government should play the main role in regulating the sufficient distribution of the grain as the macro-control system, to reform the collecting way of the grain risk fund,to further strengthen the preferential policy towards the middle and western China as the main grain-growing areas, and etc.
