摘要
循环经济是现代经济发展的重要理念,也是一个国家及城市推进社会可持续发展的重要实践模式。本文构建了城市循环经济发展水平综合评价指标体系,利用AHP法确定了各指标的权重,提出了综合评价模型。以南京市为例,综合评价结果显示,南京市在1998～2004年间的循环经济发展水平远远高于江苏和全国平均水平,但是其增长的稳定性比较差,其原因是南京市有很多具有潜力的因素没有完全发挥出来,因此南京市以后循环经济工作的重点是要整合现有资源,大力挖掘发展循环经济的潜力,以确保循环经济快速而稳定地发展。
Circular economy is an important idea of the modem economy development; it＇s also an important practical mode for a country or a city to advance social sustainable development. This paper establishes the comprehensive evaluation index system of the circular economy development; uses the method of hierarchy analysis to get the weight of each index, puts forward the comprehensive evaluation model, Taking Nanjing City as an example, the comprehensive evaluation result indicates that the level of circular economy development of Nanjing City is higher than that of Jiangsu Province and our country from the year 1998 to 2004, but the stabilization is worse. The result is so that because Nanjing City has many potential factors that don＇t exert fully. Thus the emphasis of Nanjing City＇s circular economy development in the future is to integrate existing resources, and dig out the potential of developing circular economy, which insures circular economy develop quickly and steadily.
