摘要
社会经济由传统经济向循环经济的转变,是在全球人口剧增、资源短缺和生态蜕变的严峻形势下的必然选择。循环经济不仅是经济发展的新型模式,更代表着环境保护的全新理念,是实施可持续发展战略、彻底摆脱资源与环境困境的必由之路,因而日益受到世界各国的重视和关注。我国国家级层面的循环经济法律尚未出台,山东省应当在加快地方性立法基础上,依法发展循环经济。
Social economy, from traditional economy to circular economy＇s transformation, is a inevitable choice under the austere situation of world porpulation leap, resource short and zoology metamorphosis. Circular economy not only is new mode of economy - developing, but also represents a type of new ideal of environment - pretecting. It is the inevitable way which implements the strategy of sustainable development, completely gets rid of the comer of resource and environmert. So it is regarded increasingly by all over the world. However, Chinese legislation of circular economy is still not to be designed in country - lay. shangdong province should develop circular economy by law under the fundation of quickening local legislation.
