摘要
随着工业化和城市化的迅速发展,农民进城就业现象逐渐增多,农宅长期闲置现象日趋严重,许多农村成了名副其实的"空心村",农民宅基地权益问题渐成焦点。正确处理农村宅基地问题,不仅关系城市化战略实施,而且影响"耕地总量动态平衡"目标实现。本文从划拨宅基地的历史沿革及其特点出发,并对划拨宅基地的现状及弊端进行分析,在此基础上提出了建立农村宅基地使用权自由流转制度的必要性、合理性及设计思路,为土地使用制度改革提供参考。
With rapid development of industrialization and urbanization, more and more peasants find works in towns and their house are left unused. Many villages have actually become hollow villages. Rights of rural residential land have now become a focus. The management of issue of rural land affects the actualization of urbanization and the realization of homeostasis of cultivated land. Beginning with history and characteristic of allocated residential land, the article analysis the actuality and malpractice of allocated residential land. And in order to provide some reference for transformation of institution of land use, the article ,based on the analysis, advances the necessity, rationality and design concept of establishing the institution of rural residential land free transference.
