摘要
20世纪90年代以来,在西方新公共管理运动中成长起来的"善治"理念和模式在大众中产生了日益广泛的影响。本文以善治理论为视角,在全球行政民主化大趋势下,对我国公民行政参与的路径进行了思考。需要说明的是本文并非研究一般意义上的公民政治参与——"代议制民主模式下公民参与",而是对公民行政参与——"行政民主模式下公民参与"的思考。
The conception and mode of ＂good governance＂ developing from the practices and researches of new public management in the western world has increasingly influenced China since 1990s. This essay is exploring the approaches of citizen participation in administration in the tendency of global administrative democratization in the view of good governance. Moreover, it deals with citizen participation-citizen participation in the bureaucratic mode instead of the general citizen public participation-citizen participation in the representative mode.
