摘要
报酬递减规律和报酬递增规律共同存在于自然垄断产业发展过程中．并对自然垄断产业产生了不同的影响，进而引发了相应规制的差异性。对报酬递减规律支配型自然垄断产业而言，应以限制性规制为主，建立规制风险预警机制来加以防范规制风险。对报酬递增规律支配型自然垄断产业而言，应以激励型规制为主：并对网络性较强的自然垄断产业实施价格规制，放大整个产业报酬递增规律效应。
It is the common existence during the development of natural monopoly industry for the law of diminishing returns and the law of increasing returns, which have different influences on natural monopoly industry, furthermore, leads to corresponding regulation differences. As to the natural monopoly industry, where the law of diminishing returns is dominant, restrictive regulation measures should be taken in order to construct early-warning system of regulation to defend regulation risk. As to the natural monopoly industry, where the law of increasing returns can be dominant, incentive regulation measures should be taken. Meanwhile, price regulation should be taken for the natural monopoly industry with strong network characters, and effect produced by the law of increasing returns can be magnified.
