The present paper is composed of two parts. The first part studies meticulously the main words in the inscription of the pu he pot and deciphers rather successfully the whole inscription. On this basis the author affirms his previously advanced idea that the inscription reflects frequent diplomatic visits, i.e. tiaopin etiquette 覜聘礼 between the states in pre- Qin times. The second part takes the inscription as a clue and combines related archaeological data in bronze inscriptions of the Zhou period and in bamboo slip texts of later times with ancient literal records. By these means the author researches in depth into the basic procedure of tiaopin etiquette, reveals the essential nature of diplomatic ritual between the states in pre-Qin China, and analyzes the possible role of Zhou ritual, which exerted influence upon Chinese feudal society for thousands of years, in the formation of China as the "land of ceremony and propriety.
