摘要
运用系统工程的理论和方法,分析了人才资源供给与需求的两种不同运动规律,提出了基于时序的人才资源供给预测方法、以经济发展目标为导向的人才资源需求预测方法和以供需差距调整为对象的协调管理方法。以西安市"十一五"期间人才资源的供需趋势预测的案例研究表明,该方法具有科学性和可操作性。
This paper analyzes two different development rules of supply and demand of talent resources using theory and methods of systematical engineering. It then advances a set of methods to deal with relative problems, including supply forecast method of talent resources based on time sequence, economic development goals oriented supply forecast method of talent resources, and harmonious management method for regulation the difference between supply and demand of talent resources. The case study of forecasting the supply and demand trend of talent resources in the 1 1 th five -year of Xi'an city indicates that the methods are reasonable and feasible.
