Establishing an emergency warning information platform to repress the occurrence of the accidents

摘要 从化工企业安全生产事故调查分析中发现,生产装置发生事故前瞬间波动的数据变化已在DCS控制系统上出现,提示已出现故障将导致事故发生。如何根据出现故障时的瞬间变化数据做出正确的判断,是遏制或控制安全生产事故发生的关键。因此,本文采用OPC标准通讯接口,建立与生产系统的数据链接,通过网关机和防火墙技术隔离,保证数据的安全性。利用移动公司提供的Socket接口,采用面向对象语言DELPH自主开发短信模块接口程序,通过系统调用实现预警模块的自动短信报警和手工短信报警功能,实现短信等多渠道监报,建成安全管理系统中对危险源生产装置的实时监控,完成与应急预警信息系统的有效链接使用,建立安全生产事故应急预警信息平台,对瞬间应急预警指令所作出的反应,以迅速作出反应,有效地解决问题,遏制事故的发生。 According to the result of the investigations and analysis to the past safety production accidents of chemical industries, the instant fluctuation of the data in the production devices has appeared in the DCS (Distant Controlling System) before the accidents. And the DCS has given the hint that there is something wrong with the production devices. It is normal for the operator in the controlling center to judge the next settlements according to the instant fluctuation of the data. Then the operator informs relevant people to take measures to solve the failures. Therefore, if the systemic judges and the efficient reactions can be made in short time, then the accidents can be controlled. All the accidents are delayed in this precious time. If the instant fluctuation of the data before the accidents can be correctly judged by the real-time system, and the system gives efficient orders to relevant people to take settlements, then the safety production accidents can be repressed. It is a kind of efficient settlement to establish an emergency warning information platform. This platform is connected with the data of the production system by using standard communication interface. The security of the data can be assured by gateway computer and the firewall. The platform gives real-time monitoring to the dangerous sottrces and it is effectively connected with the emergency warning information system. Through programming, the platform can monitor the data and the real-time Web pictures. When the data fluctuates, the relevant preplans to corresponding people will start up. Through the server of the mobile communication company and its Socket interface, adopting the DELPH, an object oriented language, to develop the interface program of short message module independently and by the transfer of the system, relevant people can get automatic and manual short message alarming. The instant reactions from orders of the emergency warning system can effectively repress the occurrence of the safety production accidents.
