摘要
公私合作制(PPP)模式在国外公共基础设施建设中已得到普遍运用,虽将其运用于我国公共基础设施建设的项目还较少,但这种"多赢"模式已得到国内各合作方的认可。为进一步推动我国城市轨道交通的大发展,为使我国城市轨道交通建设PPP项目顺利地实施、运营,各级政府应加快角色转换,完善法律法规,培养专业人才,培育专业机构并建立健全监管机制。
Public-private partnership （PPP） financing model has been widely used in public infrastructural construction outside China and, in contrast, is seldom adopted in China. However, this ＂multiple-win＂ model has been accepted by partners. The paper suggests that, in order to accelerate the development of urban rail transit and smoothly conduct and operate PPP projects of urban rail transit, government at different levels should change their roles, improve laws and regulations, cultivate professional talents, set up professional departments and establish supervision mechanism.
