摘要
随着经济体制改革的深入,中国征地制度逐步由均衡状态演变为非均衡状态。由于市场经济体制的确立,农地出现了交易机会并且价格不断升高,因此土地产权所有者产生了对现行的土地制度进行改革的要求;同样,由于计划经济体制被市场经济体制代替,实施征地制度的交易成本增加,因此政府也产生了征地制度供给变迁的要求。供需两方面的作用导致现行征地制度由均衡向非均衡的转变。据此,要改变现行制度不均衡的状态,关键是要逐步建立按照市场价格进行补偿的征地制度。
The land requisition institution evolved from equilibrium to unequilibrium with the planned economy＇s transferring into market economy in China. This paper firstly made a simple review of the evolvement and characteristics of land requisition institution after revolution in China, then it analyzed the reason why the land requisition institution evolved from equilibrium to unequilibrium. The economy system reform leaded to transaction chances of the land which created land requisition institution reform demand from the land owner. At the same time, the reform made the transaction cost of current land requisition institution increased which created the change of institution supply. The shift in land requisition institution demand and supply finally caused that the land requisition institution evolved from equilibrium to unequilibrium. And the key point to change current unequilibrium was to create a new one which compensated the requested land owner according the market price of land.
