摘要
国家实行最严格的土地管理制度,但近年来耕地减少过多过快的势头并没有从根本上扭转,耕地整体质量亦呈下降趋势。通过对农户耕地利用状况和有关土地管理法律法规执行情况的分析,归纳出目前耕地保护中存在的问题,提出通过进一步完善土地管理体制、提高农户保护耕地积极性,以实现耕地可持续利用。
The most rigid rules of land administration are implemented in our country, but decrease of arable land at high rates has not yet been put an end in recent years, and overall quality of arable land tends to decline. Based on analysis of the current situation of farmland use and the implementation of law and regulations about land administration, the present problems in arable land protection are summarized, and it is proposed that to encourage farmers protecting arable land by further improvement of land administration system, so as to realize the sustainable utilization of arable land.
