摘要
本文通过对吉林、安徽、陕西、青海等省联合国国际农业发展基金会(IFAD)项目区的实地调研和对全国13个省(市)实施的12个IFAD援华项目的综合评价,系统地分析了联合国IFAD援华项目的经济效益、社会效益和生态效益,挖掘提炼了我国在实施项目过程中所取得的宝贵经验。最后,指出了这一经验对我国新一轮农村扶贫开发和项目管理的启示和借鉴意义。
Through field visits to Jilin, Anhui, Shaanxi and Qinghai Provinces and a comprehensive assessment of 12 IFAD projects in 13 provinces/cities, this paper systematically analyzes the economic, social and ecological benefit of the projects in China assisted by the International Fund for Agricultural Development （IFAD）, and summarizes the valuable experiences accumulated during the implementation of these projects. Finally, it points out the enlightenment and the references of IFAD projects＇ experiences for China＇ s new round of rural poverty reduction and its project management.
