摘要
健全统筹城乡经济社会发展的体制机制是现阶段新农村建设的突破口。扎实推进新农村建设，必须在完善“少取”的基础上，加大“多予”力度，加快“放活”步伐，建立健全统筹城乡经济社会发展的体制机制。重点放在以下六方面：逐步建立健全适合我国国情的反哺农业的政策体系、建立覆盖城乡的公共财政体制、逐步推进城乡社会保障一体化、健全农民工合法权益的保障机制、建立符合农村特点和农民需求的农村金融服务体系、健全保障农民土地权益的长效机制。
The breakthrough of new countryside-construction is to pefect the system and mechanism of urban-rual overall development. To boost new countryside-construction, the system and mechanism have to be set up based on the realization of taking less and giving more. The key point should concentrate on the following 6 aspects： to establish the policy regurgitation-feeding system of agriculture which adapts to China＇s situation; set up public financial system which covers urban and rural areas;realize the integration of urban and rural social security; perfect the guarantee mechanism of famer-turned workers＇ cooperation rights;establish rural financing service system which accords with rural characteristics and farmers requirments; construct effective system to ensure farmers＇ land rights in long term.
