摘要
自然垄断行业具有特殊性。由于这种特殊性质,使得政府在对其进行管制的过程中存在着信息不对称性,诱发了寻租、道德风险等行为,最终造成了市场资源配置的效率下降,对社会经济福利产生了不良影响。本文从自然垄断行业的特殊性入手,通过对寻租、道德风险现象的分析,提出相应的解决对策,改进政府对自然垄断行业管制的现状,提高自然垄断行业的运行效率。
The particularity of natural monopoly industry has made unbalanced information in the control of government, induced rent seeking ＆ morality sick, and resuhed in the low efficiency of market resources disposition, produced bad effect upon society economy welfare. Starting from the particularity of natural monopoly industry, the paper analyzes the rent seeking and morality sick, proposes related resolution to improve the government＇s control condition for natural monopoly industry, and enhances the operation efficiency of natural monopoly enterprise.
