"以人为本"、实现人与自然的"和谐统一"、经济发展要实现"草、畜、水"三要素的有机结合,这是草原生态文化中的核心。草原生态伦理文化,至今仍然植根于蒙古族的价值取向中,这就为保护修复内蒙古生态功能区,提供了文化和心理上的支持。草原生态文化所孕育的草原生态经济系统功能,对我们建设社会主义生态文明,保护修复内蒙古生态功能区,具有重要的启迪作用。生态文明建设、环境建设必须坚持贯彻以人为本的基本理念,把生态环境建设与提高广大农牧民的生活水平结合起来。大力弘扬草原生态文化,把握正确舆论导向,积极营造经济发展与实现"人与自然和谐共进"的舆论环境,对于保护修复内蒙古生态功能区、落实"科学发展观",具有积极的现实意义。
