摘要
芬兰是一个多元的、民主的、福利社会，政府长期以来把教育公平和全纳作为发展中小学教育的基本策略。芬兰教育部教育发展纲要规定：“每一个公民都应该具有平等接受教育的权利，并根据其能力、特殊需要和个性特征发展自己。公共当局有责任保证所有公民接受高水平教育和培训的机会，而不以他们的年龄、居住地、语言和经济背景为局限。”
