摘要
自70年代以来,全球环境问题的严重性以及世人对此的关注有增无减。当前,不仅发达国家尚未对解决全球性的生态恶化(主要表现为臭氧层的破坏与温室效应)作出应有的、公平的承诺,而且,伴随工业化进程,发展中国家的环境恶化日趋严重,其解决环境问题的能力则令人担忧。1987年9月通过了“关于消耗臭氧层物质的蒙特利尔议定书”;1988年底,联合国组织调整了援助计划,把对发展中国家的援助重点逐渐向社会发展和生态环境保护方面倾斜;1992年联合国将召开世界环境和发展会议;联合国第4个10年计划将以环境为主题……。我国目前的环境状况在1989年第3次全国环境保护会议被概括为;局部有所改善,总体还在污染,前景令人担忧。环境问题已成为我国经济发展的重要制约因素。在这样的背景下,1990年2月12～17日,由国家科委、联合国开发计划署、国家环境保护局,中国国际经济技术交流中心联合举办了“中国环境问题国际研讨会”,来自美国、英国、加拿大、澳大利亚、印度等14个国家的专家和中国专家一起分析了中国生态环境现状,确定应优先解决的重大问题,提出中国应采取的对策建议,推荐适合国际合作的主要领域。这次会议对促进我国生态环境保护事业和环境科学技术发展将产生重大影响。本专栏摘要刊登中外专家的专题发言,为读者了解我国环境问题提供基本线索。
Since the 70s,people have been paying more and more attention to the worsening situation of global ebological environment, At present, on the one hand,the developed countries haven't promised to bear reasonable and just duties to solve the problem of global ecosystem,on the other hand,the developing countries have very limited abilities to settle the problem while their environments are getting worse with the development of industrialization.So at the end of 1988, the U.N. readjusted its assistance programs to the developing countries by putting more founds into the social development and enviromental protection.The U.N.will call a conference on the world environment and development. And the 4th 10-year plan of the U.N.will take'environment'as its theme. As for China's environmental situation,it was generalized by the 3rd National Conference on Environmental Protection held in 1989 as the following; Improvement has been seen in some areas,and pollution is still existing in most areas, and the prospect is worrying. The environmental problem has become an important obstacle to China's economic progress. Under this situation,An'International Seminar on China's Env ironment' was jointly sponsored from Feb. 12-17, 1990 by the State Science and Technology Commission,the UNDP,the State Environmental Protection Bureau and China International Economic Technology Exchange Center, Experts from 14 countries like America,England,Canada, Australia, India and also China attended the seminar.They studied China's present environment situation,pointed out the main problems which should be given priority to settlement, and made suggestions on the countermeasures China should take. Surely the seminar will have a good effect upon China's environmental protection and the development of environmental science and technology.The articles below are selected from the reports given by foreign and Chinese experts at the seminar. They may provide a basic guiding line for readers to know about China's environmental questions.
