摘要
传统文化体制是一种管办不分的事业型体制。政府部门兼有"公共文化管理"和"国有资产出资人"的双重角色,由此导致了改革过程的复杂性。长期以来,我国文化理论界在高度重视行政力量对文化体制改革的巨大作用和影响的同时,也存在着一种把十分复杂的文化体制改革过程简单化为政府决策的倾向,造成对文化体制改革过程自身规律的忽视。从改革的实践看,文化体制改革的初始条件是不可超越的,改革的阶段性过程也是难以超越的。因此,对文化体制改革进行分期研究,认识改革过程的阶段性特征,由此来认识文化体制改革独特的道路,确立深化改革的基本策略,具有重要的理论意义和现实的工具价值。
Traditional cultural institution is one kind of system characterized by no handle separation. Government departments play the roles of both ＂public culture administration＂ and ＂investor of state - owned assets＂. Therefore, it has led to the high complexity in reforming process. For a long time, the theoretical realm of culture attaches great importance to the enormous function and effect of administration force to the reformation of cultural institution. Simultaneously, there is an inclination of simplifying the very complicated reformation of cultural institution into the government decision, so it brings about the ignorance to the law itself during the process of reformation of cultural institution. As for the reformation practice, the initial condition of reformation of cultural institution allowed not to exceed, also to the phases of reformation. Therefore, it has important theoretical significance and practical implemental value, if we study the reformation of cultural institution by stages, recognize the characters of every stages during the process of reformation, and come to know the peculiar roadway of reformation of cultural institution, and finally establish the fundamental countermeasure in deepening the reformation.
