摘要
本文以安徽省政府办公与决策支持系统(GODSS)设计为背景,对我国当前政府决策行为的特点进行了较为系统的分析。在此基础上,提出了办公支持、信息支持及决策支持一体化的GODSS开发方案。 GODSS的设计打破了现有DSS结构和功能概念的约束,它以计算机辅助管理为主线,力图从总体上优化的角度,将现行管理系统各方面资源有效地组织起来,建立一个让计算机、人和管理组织有效结合的更广义的DSS系统,以支持政府领导的决笑。最后,本文以“粮食种植面积的决策”为例,对GODSS的设计思想进行了系统的说明。
Based on the design of Decision Support System (GODSS) for Government in Anhui Province the characteristcis of present China's government decision behavior are analysed systematically.A GODSS integration development planning of work support, information support and decision support is presented in this paper on the basis of the analysis. The design of GODSS breaks through the restraint of concept of existing DSS structure and function. With the emphasis on auxiliary management of computer the different resources of current management System are organized effectively and broadly.DSS that include effective combination of computers, persons and management organizations is set up so as to support government leaders' decision. Finally,the designing idea of GODSS is illustrated with the example of 'A Resolution on Grain—Growing Areas'.
