摘要
在我国社会救助的主体结构中,政府固然是第一责任主体,但受政府财力所限,政府救助存在许多盲点,有相当一部分社会成员游离在政府救助的保障网之外。从我国人口众多、经济尚不发达的国情出发,帮助社会困难群体的职能不能只由政府单独承担,应发挥各方面的力量,使社会救助逐渐形成由政府包揽过渡到政府和非政府力量共同参与的社会机制。
In the main structure on social assistance system of our country, government should take the main responsibility. Since there is the limits of governmental financial resources, government social assistance exists a lot of blind spots and there are considerable social members out of the guarantee net. Our nation＇ s population is large while our economy is not developedl. The function of helping difficult group should not be undertaken only by government. We should develop the strength of every aspect and make social assistance form a new social system--from only unertaken by government to the cooperation between government and non- government orgnization.
