摘要
中共党政干部收入分配制度在新中国建立前后,有过重大变化,即从带有平均主义色彩的供给制,改成了等级森严、差距较大的职务等级工资制。这种改变与中共传统有所背离,也不符合马克思的有关主张。毛泽东自始即不满意这样一种带有很强等级制色彩的分配制度,也曾再三试图有所修正,结果却和他未能阻止这一制度的形成一样,即使经过"文革",也没有能够改变这种情况。
An important change took place in the income distribution system for Party and government officials around 1949: the egalitarian system of provision of goods was replaced by a strict wage hierarchy based on administrative rank and characterized by relatively large differences. This was not only opposed to CPC tradition but was also contrary to Marxist tenets. The degree of inequality in distribution was even greater than that existing under the Nationalists and among civil servants in the capitalist countries of Europe, America and Japan. Mao was unhappy with such a hierarchical distribution system from the outset and tried several times to correct it, but he failed to change it just as he had failed to prevent its initial implementation. Even the Cultural Revolution did not succeed in changing it.
