摘要
近期美国政治经济的变迁引起人们对美国贸易政策走向的忧虑。作者构建了国际体系与官僚政治决策结合的研究框架,以中美贸易为例,分析了美国贸易保护主义的政治基础。根据该分析框架,美国贸易政策以自由贸易为主兼顾贸易保护主义,贸易保护主义在布什任期内乃至更长时间内将处于更加显著的位置,美国对华贸易政策亦是如此。
Recent changes in American politics and the international economy have aroused concerns for U.S. trade policy. In a case study of Sino-U.S. trade frictions, the author analyzes the political bedrock of American protectionism. The authors use a methodology that combines the international system and the American bureaucratic political decision-making process. According to this model, liberalism is still the main target, although protectionism will continue to be an important element in future U.S. trade policy. This also applies to American trade policy with China.
