摘要
和谐社会是民主法治的社会,社会新阶层有序合理的政治参与是建设和谐社会的应有之义,必须探索有效的政治参与方式和机制,扩大新阶层的政治参与层面,才能化解他们在政治上诉求得不到满足而可能产生的矛盾,这既是构建和谐社会的重要内容,也是构建和谐社会的重要保障。为此,我们可以通过加强党的阶级基础和扩大党的群众基础,拓展民主党派的组织基础和增强利益表达功能,拓宽政治协商的途径并充分发挥其作用来实现新阶层的政治参与。
Harmonious society is such a society that both democracy and law and order are the indispensable pillars. So, in the course of building a harmonious society it＇s undoubtedly logic that the new social strata shall participate in political affairs in a reasonable and orderly way. It follows that we have to find an efficient mechanism or mode to extend the scope of their participation in political affairs so as to settle their possible complaints even disputes due to political dissatisfaction, which is not only an integral part of harmonious society but also a safeguard against it. The following are regarded as important to their political participation： strengthen CPC＇s class foundation and absorb more members; encourage all democratic parties to absorb more members and express fully what they complain; broaden the channel to political consultation and strengthen its function; thus expediting their political participation.
