摘要
社会主义新农村建设是中国农村现代化进程的必经环节。而农村公共事物的治理状况又是实现农村现代化的重要基础。中国许多地区农村公共事物治理陷入了困境,已无法适应农村发展的需要。因此,在社会主义新农村建设中,如何实现农村公共事物的良好治理,为农村现代化建设提供有效护持,成为当前研究的一个现实问题。国外的多中心治理理论提供了有益的启示,或将成为中国农村公共事物走出治理困境的现实选择。
The construction of new socialist countryside is the essential link in the process of the modernization of the rural areas in China while the status of administration over public affairs in rural areas is the crucial foundation realizing the modernization in rural areas. But quite a few rural areas in China fail to access certain efficient administration over public affairs and the existing fashions of administration can not catch up with the development in rural areas any more. Under such circumstances, it becomes more and more a realistic issue to be studied and addressed on how to establish an effective system for public affairs administration in order to provide with sufficient aid for modernization construction in rural areas of China. The theory of Polycentric Administration, originated overseas, might bring a beneficial enlightenment to us and it is also likely to become a realistic choice for us to break though the difficult position.
